Can you have a negative fund balance?
The difference between governmental fund assets and liabilities is referred to as fund balance or fund equity. A negative fund balance is called a deficit.

The difference between the fund's assets and liabilities equals the "fund balance." A positive fund balance represents a financial resource available to finance expenditures of a following fiscal period. A deficit fund balance can only be recovered by having revenues exceed expenditures in a following fiscal period.
Undesignated, unreserved fund balance is the difference between total fund balance and the portion that is reserved and designated. This is the balance available for legal appropriation and expenditure if a government budgets on a GAAP basis for its governmental funds.
Fund balance is an accumulation of revenues minus expenditures.
If you engage in margin trading and the market moves against your position, the losses can exceed the funds you initially invested. This could cause a negative account balance, as you have not only used up your funds but are also borrowing additional capital from the broker.
In general, it is the balance remaining after the assets have been used to satisfy the outstanding liabilities.
If you have a negative bank account, that means you've taken out more money than was available in the account. Letting an account go negative can be costly, because banks charge fees when this happens. And your bank could close your account if it stays negative for too long.
Your Available Balance will be negative when you make a debit card purchase or external withdrawal that exceeds your Available Balance, but not your Total Account Balance as your Reserves hold sufficient funds.
Having a negative balance on a credit card isn't a bad thing, but it has some points to consider: Negative balances don't affect credit. Most credit models typically consider negative balances equivalent to a $0 balance. This means a negative balance won't hurt a credit score.
Is fund balance the same as cash?
Fund balance includes cash balances in its calculation, but it also includes all other assets and liabilities the government has. Fund balance simply represents the difference between the assets and liabilities a government holds.
The new fund balance classifications will indicate the level of constraints placed upon how resources can be spent and identify the sources of those constraints. Constraints are broken down into five different classifications: nonspendable, restricted, committed, assigned, and unassigned.
The cash balance of each fund simply reports the amount of cash held by that fund at quarter end. This differs from the fund balance, in that the fund balance also takes into consideration current assets and current liabilities of that fund.

Unassigned fund balance is the residual classification for the general fund after the amounts for the nonspendable, restricted, committed, and assigned classifications have been identified. For the general fund, unassigned fund balance may represent either a positive or negative balance.
Recorded on the right side of the balance sheet, liabilities include loans, accounts payable, mortgages, deferred revenues, bonds, warranties, and accrued expenses. Liabilities can be contrasted with assets. Liabilities refer to things that you owe or have borrowed; assets are things that you own or are owed.
What is a fund liability?
Funded Liability. A source of funds that a firm must take overt action to arrange and that carries an interest cost.
The balance sheet is broken into two main areas. Assets are on the top or left, and below them or to the right are the company's liabilities and shareholders' equity. A balance sheet is also always in balance, where the value of the assets equals the combined value of the liabilities and shareholders' equity.
In that guidance, NCUA states that “overdraft balances should generally be charged off when considered uncollectible, but no later than 60 days from the date first overdrawn.”
