The advice came from a subcommittee headed by Budget and Finance Committee Chairman Bob Bullen. Along with subcommittee members Joyce Ealy and Donnie Pinkston, Bullen compiled a report on strategies for investing idle county money, "to see if we could increase our yield." "We're not trying to run the trustee's office; this is a recommendation, not a mandate," Bullen said at last night's County Commission meeting. "If he doesn't want to follow these things he doesn't have to. But there are all of these things that should be going on but aren't." The subcommittee presented its report in an advisory capacity to County Trustee Howard Penuel, who signed it, but then would not answer questions about i it.

"Mr. Bullen decided he would form a committee of three people to look into this," Penuel told com- missioners. "They never did ask me to the meetings and I was supposedly on the committee. Then Mr. Bullen brought me this report he wanted me to agree with, and I didn't have any legal advice on what to do with it.

"The only thing I could think to do was agree with him so I could get some time." Some of the committee's recommendations for county money: Investment with the Local Government Investment Pool, which has consistently showed higher returns than Treasury bills; Priority given to county financial institutions in maintaining county accounts; Written documentation of competitive investment rates from the trustee; Investment of available debt service money in U.S. Treasury Notes. "Everything is centered on the maximum security of county money and maximum yield," Bullen said. Bullen later said he was sorry for any misunderstandings in relations with Penuel, but that his subcommittee was not required to bring in the trustee or the county executive to prepare an advisory report to the trustee.
